2nd Gen LS Experts ???
I'm looking at 1999 and 2000 LS400's and can't decide if one year is better than the other. I know 1999 was the first year of the Minor Model change and updated engine but is that a reason to steer clear of one and go for the 2000 ??? Your educated thoughts are greatly appreciated.

No, 1998 was the first year of a major reengineering of the LS400. The LS400 of the 1998 through 2000 model years is visually and mechanically mostly the same.
The main new technology on the 2000 LS like I have is "Brake Assist". There is a year-by-year summary of the changes here: http://www.lexls.com/info/lsgenerations.html

If the steering column motors weren't replaced under the TSIBs while a car was under warranty, it can cost thousands $$$ to replace them now.

1998 best upgrade of he UCF line up for major/minor changes.
1999 added passanger mirror dips in reverse , you can make the cluster display go dark
