What does the ECT Power switch do?

What does the ECT Power switch do?
I just bought my first Lexus. A 1993 LX400. Only 130,000 original milage and almost everything is perfect. Even the leather seats. This car was taken care of!
It didn't come with a owner's manual so I am wondering what the ECT Power switch on the center console is for? I assume something to do with traction.
Also, how do you set the seat position for two drivers. I see a set button on the door and position 1 and 2, however, I do not know how to make it work.
I also have issues with the tech and speedometer shorting out, but in another forum I am reading what I have to do to fix it.

to set your seats, hold the set button and either position 1 or 2.. until it beeps
ECT Power switch pretty much lets you downshift faster and hold a gear for a larger period of time.. so you can rev higher, it's pretty cool..

Not sure which forum to put the next question in. May be you will know. Do you know of any after-market or Lexus product for road lamps for the 1993 LX400? Not sure where they would go since the bumber is low as it is.
Or can the headlight bulbs be replaced with stronger lights like you see on newer cars?

You can swap the stock bulbs for superstars the White lights or take the time and money to do a HID converson. This outta help with all your lighting concerns.....

Another alternate bulb is the Sylvania Xtravision -- it is a clear bulb and is sold in Europe as the Silverstar. It is substantially less expensive than the blue coated Silverstars sold in the U.S. market and puts out much whiter light that OEM halogen bulbs. We use Xtravision H4 bulbs in our Camry.
If I had kept my gen 1 LS400 I was thinking about putting super low profile fog or driving lights in the bumper -- similar to these PIAA lamps: http://www.adventureaccessories.com/...iaa1500xt.html I included the link to this webpage because it has the lamp dimensions -- there are other models of the 1500XT available and there may be even lower profile lamps available. I was probably going to have to cut away a bit of the lower grill in the bumper to make something like these lamps fit.

Buy Silverstar ULTRAs. Get them off eBay, or Amazon, as they are only $25 as opposed to $50 at an Autozone or other auto parts store. There is NO better halogen bulb. I don't care what anyone says!
When you switch the ECT button to PWR mode, It will hold the shift points of the transmission, and shift quicker. Some people say they don't notice a difference. If you don't I suggest resetting the ECU. You can unhook the battery for a little bit, or remove the EFI relay. It SHOULD be a night/day difference.

Thanks for Replacement Bulb Idea
Thanks to everyone for your suggestions for the replacement bulbs for my head lights. Looks like I'll go with the Sylvania Xtravision bulbs. I may still some fog / driving lights placed in my bumber.
