1990 lexus ls400 tach and speedo problem

1990 lexus ls400 tach and speedo problem
When I start the car and let it warm up the tach is off by about 600 rpm, says it is idling at 200 rpm. The speedometer sits below the the zero at a dead stop and appears to be off by about 10 to 12 mph while driving. What could be the problem. This is my first lexus, I bought it for 2500 dollars and it has 75,000 miles. Please help.

tach and speedo problem
is there a sending unit for the tach and speedo where is it located and can I clean it or have to replace the sensor. when I got the car the speedo was accurate and one day it just dropped all the way down

took cluster out and fiddled with the needles and now the tach and the speedo are perfect no problems whatsoever. my brake pedal feels spongy the fluid is a little dirty and it feels like I have to push harder than normal I heard this is common with 1990 ls 400. Also there is no needle for the speedo to lean on at a stop
