What is the growling/moaning noise when I'm braking?

After reading this I believe it is the NEW pads and NEW drilled and slotted rotors. I had my wife step on the brakes and move the steering wheel and I noticed the and heard the grinding noise coming from the pads slightly sliding on the rotors. I Watered them down with the hose and the noise stopped. (i wasnt driving). My noise occurred only while braking and turning. Left or right. Hopefully this goes away soon. I only have 40 miles on them now. The noise I hear is similar to while at a stop and very slowly letting your foot of the pedal until the car barely moves. Unfortunatley it is doing it while turning and braking.

I just change rotors and pads with Slotted and Drilled Rotors and Kevlar Semi Metallic pads and get a Friction noise at low speed and braking. I get it at a stop as well (when braking and turning the wheels) I put the emergency brake on made sure the care was in Park and had my wife brake and turn the front wheels and noticed the brake pads "skipped" across the rotors and made the friction grinding noise. Maybe a few thousand more miles or I will change the pads... Stopping is much improved in the highway stop and go driving in Texas.
Can some help me on this one???? I cant find how or where to turn OFF the LS400 CLOAKING device! So many cars want to run into me or cut me off. It can only be that the vehicle is invisible.......HAHAHAHA....Too many teenage drivers in my community

Did you follow the bedding in procedures for the pads? Typically you'd take it up to 60mph and brake down to 5mph. Do it five times with about 1 minute between. Each time, brake a bit harder so the car comes to a stop more quickly, but each time don't come to a complete stop, only down to 5mph then let off the brake and coast or accelerate again. Did you use Brake Cleaner and clean all of the protective sticky coating off of the rotors before you put them on the vehicle?

Is it possible to disengage the ABS computer temporarlily to make sure a bad sensor not the culprit?
I know that my brakes are perfect yet one bad sensor is forcing me to have a very similar noise.
