It's part of a security system - there are three spots on the car that are wired to immobilize the car if the system is not deactivated properly, typically the ignition, starter motor and fuel injectors. That way, the ignition can't be punched and the car started. Or at least each point has to be deactivated separately if a thief is going to steal the car.
I'm not exactly sure what we call it here in the US - I always just called it a security system.
