Default Tachometer Reading??

Hello all. At idle and in drive my 90 LS 400's tach reads 200 rpms. This cannot be right can it? If not any suggestions? The tach moves when I hit the gas it just reads that low at idle.

How does it run when it's "idling" rough? smooth?

It runs perfectly smooth, not rough at all. I am not sure if the computer sends the signal to the tach or something else (i.e. tach reads the distributor revolutions). Thanks for the help!
