Default Instrument Cluster on w/o key

Hello,

I have a '96 LS400 and am having problems with the instrument cluster. When I shut the car off, the instrument cluster stays on with the clock, fasten seat belt and abs warning light. I tried wiggling the key ignition thinking that it might be bad but it is still the same. What could be wrong with my car. I would really appreciate any suggestions. Thanks for your help and hope to hear from you guys soon.

Let me give you additional information I found out.

The telescoping steering wheel does not go back to its default position when the key is taken out. Also, the shift **** could be moved from one gear to another when the brakes are press. The windows are also powered so they could be moved up and down.

So, there is some power running throughout the car. What do you think is wrong with my car?

It sounds to me like the ignition key cylinder is faulty.

It ended up being some faulty wires connected to the car phone. I started fiddling with the fuses and took the phone fuse out and the light went out. Thanks for your reply.
