What kind of 0-60 times are you actually getting?
My car feels really slow lately. So I decided to try and tune her up a bit.. did a seafoam treatment yesterday, and today I pulled out the throttle body, cleaned it, and cleaned the intake chamber.. I thought it would improve my 0-60 times.. The car certainly feels a bit quicker, and much more responsive.
But I did a quick measurement of my 0-60, and it came out to near 10 seconds!
However I remember doing this same test over summer and it was something like 13 seconds... so that is quite an improvement.
No sophisticated timing equpiment: I just used the counter on my CD player as a stopwatch.
What kind of times are you getting? Post your year and mileage. I'll start off:
1994 LS400
197K miles
EGR Leak and potentially cracked headers (not sure about this yet)
0-60: ~10 seconds

I agree with the above. Even with 200K miles if the engine and trans is in good working order you should be at the worst around 8 second or a little higher. It is obvious your engine and/or trans is not up to par and needs some attention. To be honest, even my old 94 ES300 with something like 180 HP can pull less than 9 second 0-60s. Never did time my 99 LS, but it is probably around manufacture spec since I only have about 47K miles on it.

I was in the same boat as you when i timed my 94 jade. I sefoamed, changed sparks, cleaned maf, cleaned throttle body, and put some fresh mobil 1(doubt that helped any) and i went from...11! to 8, no joke. The jade has a small exaust leak but i doubt it hurts any of my times.
I know non vvti ls400's are slow starters, but they are beasts when it comes to midrage-hi power. to me anyways.

So what should I do to try and fix this problem?
Next on my list: new spark plugs and wires.. but I don't think they will make that much of a difference.

Also to clarify.. I didn't really launch the car..(didn't want to put any additional stress on the trans)... I Just went from stop to 60 by flooring it immediately after letting go of the brake.

it's been a few months since i last tested....but i just added did the seafoam treatment, i think i may try again tommorow morning on this deserted road i know of

averaged 22 on this tank, though this tank was 75% highway (75-80mph) and 25% city (25-50mph)
(it might jump to 24 though if i got a K&N AF and kept it at 70-75 on highway)
