I am looking for the instructions that came with the 98-2000 LS400 body kits.

try giving carson a call, they still sell the kits for other models and MAY be able to get u the instructions. couldnt hurt to try at least.

Will the OEM fog lights fit with this kit? I'm thinking about getting one and would like to keep the fog lights.

same as above. how does the LSportline kit not fit well?? its probably the most sublte and well-integrated kit for the LS out there.
