Default power steering whining on LS 400

Dang, just when I get ready to sell dad's 91 LS400 and do a brake job, the power steeing starts to whine. Bad pump? Big job to replace? Source of rebuilt parts out there? Thanks for your help. This forum is great!

Don't discount a faulty air control valve in the power steering pump as a possible reason for losing P/S fluid. The cost of a new one is about $75 and it's not too difficult to replace from below. Also, increased pressures may be caused by clogged screens in the rack solenoid valve or possibly the screen at the bottom of the fluid reservoir. This has been discussed at length in other posts.
