Power Steering Valve On 91
I've read other posts of the power steering valve and how to repair it but I was kind of perplexed by reading all them and I want to make it clear what part am I buying and is it available at the Toyota dealer?

I assume that you are talking about the part known as the "air control valve." I will describe my experiences with this; however, my car is a 93 LS 400. I assume that your power steering setup is the same.
My problems first started with harder steering and a whining noise. I checked the power steering fluid, and it was low. I added fluid, and the steering got easier. I looked for leaks and could find none. The PS fluid keep disappearing. I noticed also that I was seeing a white puff of smoke when the car was started. I checked the two hoses that run from the bottom of the power steering pump to the air intake system, and they had power steering fluid in them.
I replaced the air control valve and both of the hoses. The power steering system is no longer losing fluid, and it is not making the whining noise associated with the system being low on fluid.
The part is Toyota #17630-16040. I purchased it from a Toyota dealer on the internet. The cost was $68.97 plus $9.00 shipping. It screws into the bottom of the power steering pump. You have to get to it from the bottom of the car, and it is not very easy because other things are in the way.
