Question Questions on HIDs and DRL cover

I searched and couldn't find an answer to my HID question. I put the Xtreme kit from Xenon Depot in last week to replace an existing HID kit on my RX450h. I was having trouble with the driver side fog light and figured it was the ballast again. The passenger side ballast died a few months back probably because of the salt from last winter. The driver side fog went out not too long after I changed bulbs. The kit was put in by my installer. All went well until a few days later when the driver side went out again after less than ten minutes use. I reset the ballast, it worked, now it's off again only on the driver side.

I've been in touch with Steve at Xenon Depot. He suggests putting in the relay harness but the 12V battery is in the cargo area. He said there should be alternate power sources up front. I'd like to keep the HIDs, they're great. Has anyone had a similar experience with a hybrid or can make suggestions about what I should do?

Also, I'm trying to change the DRLs. Per the instructions in the manual it says to turn the cover counterclockwise and remove. I can turn it almost all the way around before it stops but it won't come off. The cover is in the lower left part of the picture below. There is a notched out area on top. Do I need to put a screwdriver in there to pop it off after I turn it?
