I have Bostons and Focals (in two different cars). The Focals are the best of the three you mention. I'd put Quarts second, Bostons third. I do happen to like the Boston car stuff, had two original sets in my Supra for over 10 years. Just replaced the midranges with new Bostons though, and I don't like them as much. If you have a choice, go Focal. The tweeters can be a bit bright, but so can the Quarts. Focal mids are excellent, so are their subs, but subs are expensive and geared for SQ.
As far as power, it is 20 watts recommended MINIMUM, 400 MAXIMUM. These numbers are either both RMS or PEAK, not a mixture of both. It means you can run them with a 20 watt amp if that was all you had, but below that there isn't enough power to drive them properly without gobs of distortion. If you use more than 400 W, you run the risk of damage. Most speakers sound better when driven with a higher power amp, of course.
