Default Perfect wheel size to be flush with little to no mods??

I've been searching and searching and the thread regarding wheel fitment is simply too long (my searching skills absolutely suck). Also, everyone there seems to have wheels with coilovers and rolled fenders. I'm looking for a wheel that will be nice and flush, preferably 18's or 19's with little to no fender mods and also to allow for a slight drop when I get road magnets or something within the 2" drop range. If this doesn't belong here, I'll delete!

19x9 +35, 19x10.5+45

As u know, a lot depends on how low you go and the tire size you choose. The above provides close to a flush look without the need to roll your fenders from what I've read. You can go +40 in the rear with a minor roll.

Thanks! I'm assuming that those same measurements apply for an 18" wheel as well? And I know I wont be dropping my car more than 2 inches. I'm going the easy route and will be using lowering springs.
