Is this normal to have a regular air filter and then another one attached to the box? Because this is the first time opening up my airbox and this is what I found.

Basically it's an emissions filter. It's to insure than no gas fumes/carbon monoxide (I think?) comes out of the intake after the car has been shut off for at least 5 hours or something. Couple of techs were talking about it at the toyota dealer i work for.

I cut mine out.
