Question Understanding IS 300 Radiator Fans operation

After replacing the radiator,hoses,cap,and thermostat on my 02 IS 300 i began to question the operation of my cooling fans.Both are running low and high modes and appear to be in good condition,but they are running together during the cycles of AC or radiator.I thought the radiator cooling fan would run independently if my A/C switch was off and the temp setting was high enough to only signal for cabin heater.Is anyone aware of any past threads on the how these fans are suppose to cycle.
