This will be my 6th winter with my 2006 IS350 and I've never experienced this situation:

I've parked my car outside for the first time overnight and the temperatures got to about 10-deg F and neither of the left or right side jets could give me any washer fluid on my windshield. I thought it was the lack of fluid (without any warning on the instrument cluster), so I topped it off, but that didn't help. Eventually the right side (passenger) got to work, but the left (driver) still remained stuck even after I drove for 30-minutes.

Haven't tried it since this this morning, but I'm still confused how something like this could happen. None of the fluids I've used are summer only... rather -10-deg F rated.

did you mix any fluids that was in there before with something that isnt winter rated. My windhsied washer fluid gets mixed all the time because it gets refilled before it gets low mixing what ever was left with the new stuff. did you have any fluid that was in there that was not winter rated? it could be the mix that is freezing up in the lines.

OR

If it rained/snowed that right line could be covered in ice. not necessarily means its broken.

Sounds like a blockage since one washer began to work eventually. If it were the pump, then both would not work.

it probably just froze.

There may be just some frozen rain/snow/car wash water at the nozzle tip. Try heating the nozzle tip on the non working side. If one works the pump is good. It may also be plugged with dirt but more than likely just some non solvent regular water at the tip.
