well fsport lugs fit on the fsport package 18s rim

If memory serves me the 19" forged f-sports are the only Lexus rims that are compatible.

The FSport accessory lug nuts are an acorn style while the factory lug nuts are flange style. The FSport accessory 19's use the acorn style, while factory FSport 18's use the flange style.. so, no, they wont fit.

will the 2013 fsport accessories be compatible with a 2008 IS350? (wheels. brakes, intake, etc)

They physically don't fit properly as others have said above....

Yes, all F-Sport accessories for the 2nd gen IS will fit your car.
