On my 08 IS250, the rear doors have lately not been unlocking when I touch the front door handles or click unlock on my key fob. Is this the actuator? My car is out of warranty at 58,000 miles right?

What does this part cost and could I have a Toyota dealer install this?

I have been hearing a kind of light screech when locking on the rear driver side lock (when shifting from Park). Hopefully it's not going bad.
