Toyota Techstream and Cable for $35.(sorry no pirated software discussions allowed)
For those who want to view trouble codes, check sensor data, update TPMS serial numbers, and adjust customization settings, this package is perfect.
MINI VCI for Toyota with Techstream
I received this in the mail after about two weeks and it works perfectly. The driver for the cable only works on 32-bit Windows systems. If you have a 64-bit version of Windows, you will either have to install Virtual Box with a 32-bit O/S or dual-boot.
This works great on my 2007 IS250 and Techstream has a selection for pre-2008, 2008-2011, and 2011+.

I bought one of these in Shenzhen last month for about $10 USD and it was bundled with the lastest software and drivers. I was able to disable DRL, add new (never been programmed) keys to the car, erase lost keys, and make adjustments to features that only dealer can work with.

Man I paid a dealership $33 to change a bunch of settings and ended up having to do most of it myself cause the tech had a hard time reading the screen. I could have just bought one of these...

Yes it can, BUT there's a big catch to it. I asked the seller where I bought the cable the same question at purchase, they said once all the keys are wiped from the ECU you will need to provide a new seed # and passcode to the ECU for new rotation calculations. The code cannot be generated in TIS itself. You have two choices to obtain the code: (1) from Toyota/Lexus officially and (2) from a passcode keygen. Unfortunately the passcode keygen is dongle (hardware) protected, so it doesn't work without the hardware itself and costs roughly $200 USD.
I was able to program a new (never been programmed) smart card key to my IS350, though.
