I've always used PaintScratch.com product for OEM-matched paint :

i did use paint scratch product before in my evo and its a little darker than my factory paint.it was my lip too,you barely can tell the difference unless you really look close enough.
never use the touch up pen or brush coz they really suck.

I'm pretty noob at this so does anyone think they can help me out?

I have a pretty deep scratch on my lower bumper from scratching a curb. It scratched all the paint off and you can now see the black plastic bumper under. How would I go about fixing this with these spray cans? My color is a Starfire Pearl.

Ya you could go to your local shop and have them do it, but this website is quick, very fast shipping, no problems.

I haven't painted anything like a lip yet, will do in when my next order comes in, I just have my engine cover and my headlights done so far. Take a look:

That link I posted up on the first page has ppg 2k clear in a can with activator and hardner in it. For 19.99 a can. Red press a red button on the bottom of the can to mix the chemicals then u got 12 hours to use it all or throw it away. Works just like automotive clear coat

It can be done but you need to sand it smooth in that area and know how to blend well. Also don't over due the pearl coat.

Can't he just sand down to metal and then repaint the whole hood with the spray paint?
