Default Unable to turn Power Steering locked?

Hello, My dad has a 2007 fully stock is250. Today he try to move his car to another space on the street. suddenly, his steering is locked and unable to turn.
This first time we encounter this problem. I tried to turn the wheel while on IG-on.( I think this can override the pwr steering wheel to manually move steering of the car) The steering wheel doesn't loosen, but the tire could move. WE also tried disconnect the battery still no good.
Anyone have any suggestion or solution?

So are you getting power to everything else in the car? Like it will turn on and the engine will start, it's just the steering wheel won't turn?

The only time I ever experienced something like that was when I was driving my LS400 and the power cut out, including the power steering, so the steering locked up. The reason was that the alternator failed - the battery was fine, but the alternator wasn't charging it.

put some elbow grease in it.

the gs sometimes get stuck too, it usually happens when you dont park with the steering wheel straight.

try sticking the key in and not starting the car turn the steering wheel (without breaks).

Lol this just happened to me last week. Since the IS has a push button start, I have no idea what to tell you. Try muscling the steering wheel.

Try "Jiggling" the wheel when you start the car ... My moms RX had her steering wheel lock and the car wouldn't start... called up lexus and they said to jiggle it when we started the car and it worked!
