If they didn't perform the entire recall and get caught, Lexus will HAMMER them. They are not allowed to perform partial recalls.
The brake override is unobtrusive. You can still powerbrake your car. It only takes over under specific situations, which include high throttle angles, but the accellerator MUST be pressed first, then the brake, and the vehicle must be moving above a set speed (15mph IIRC).

The brake override is optional, if a customer requests it not be performed that is your choice. Lexus will not hammer anyone for it.

Everything is optional, it's your car, you say what gets done to it, the final say is always the customer.

Looking into it further, this is what the recall says in the USA:

What If a Customer Does Not Want Safety Recall 9LG Performed
Although Lexus is making every effort to quickly remedy all vehicles covered by Safety Recall 9LG, in rare cases customers
may decline the remedy. In these cases, we request you to work with the customer, following these steps:
1. Determine why the customer has declined the Safety Recall 9LG remedy. Utilize the Safety Recall 9LG Q&A and the
Service Consultant Job Aid to educate the customer on the remedy as necessary.
2. Remind the customer (as stated in the Owner’s Letter) that if they are not satisfied with the modification of the
accelerator pedal after it is completed, a replacement accelerator pedal will be offered.
3. Immediately contact your Field Technical Specialist (FTS) for further instructions.
In Canada, they actually do list operation codes for any combination of the campaign. Doing just one thing, 2 things or all 3 parts. It seems they are more sticky about this in the USA, but ultimately it should still be your choice, in my opinion, but it seems I may be out of my element on what the USA policy from Lexus USA is.
