Xenon foglight problems???

Xenon foglight problems???
I have a 2007 IS350 and bought a super slim 9006 xenon kit for my fogs off ebay. i got them connected everthing together, fired them up and.....nothing so i checked all the fuses to make sure i had at least 25amps at all fog fuses which i did, made sure all my connections were positive to positive negative to negative and they were.
So then i disconnected them and touched positive and negitive lead to the battery terminals to make sure the ballast and bulbs worked and they did. So finally i put the halogen 9006 bulb back in the car to make sure the fogs were working and they were. I guess my question is do you have to have a relay for the kit to run or is it best to run them straight off the battery? Just weird to me why they wont even fire up??
Even if it does need more power it should fire and then flicker or something?? If the best thing to do is run them off the battery can you run them off the stock switch? Any help is much appreciated....just rustrated at this point. Thanks!
