$220 seems quite steep. Many people on here have fog HID kits from DDM Tuning and XenonDepot. Both kits are inexpensive, but I can speak to the DDM kit because I just ordered a 3000k 35W fog slim ballast HID kit. It was only $40, and you many think given that price it'd be cheapo but search around the forums, people give them great reviews and the pics of them installed look great. They also have a lifetime warranty I believe, so people who have had problems with ballasts, etc have gotten them replaced easily.
Overall I don't think you need to spend $220 on a fog HID kit.

They're on backorder, shipping in like 2-3 weeks, but I think it's worth it for the low price, high quality, and lifetime guarantee.

I've had my 35w kit hooked up to the harness for over a year, running pretty much all the time my headlights are on and no problems yet.
