From the factory, no, but someone probably put them on it.

I bought my car brand new. I think they are different from the stock ones in the post. And look pretty similar to the gfx ones.

Someone could have been the dealer you bought it from, or port, though I don't think port was installing the GFX parts on 2011+ models as far as I know. Looks like someone added a spoiler to your car too, so they probably did it at the same time.

Hmmm well not sonly sure about the side skirts. Is it just me or do they look simular to thensure gfx. And that's just a oem trunk lip spoiler.

Yes, they kind of look like GFX side skirts.

My point is, when your car left the factory, it had no spoiler on it. Someone put it on afterward.

The GFX side skirts are a Lexus accessory just like the spoiler is.

unrelated (sort of): where might I find an 09/10 gfx front lip? MyLParts which people have talked about since the closing of sewell, only has 06-08.

Part number is 08154-53841, you can order it from your local Lexus USA dealer or from an online source. These only come primer though, and would need to be painted. (Sewell painted them and sold them pre-painted, they don't come that way from Lexus).
