I see that you have posted in the F-Sport Intake thread in Performance section.
Anyway, if you want to stay CARB legal in CA, then F-Sport is the way to go.
If you are not paranoid, you can go with Joe Z piping then drill holes into your Air Box.

I did a JoeZ intake pipe(Carson) with f-sport box and filter(Sewell). Only a bit cheaper then the fsport, but but no drill holes and I get to have blue pipe.

if you wanna save a few bucks, you can just buy the f-sport pipe without the box and filter. just buy the stick too and you'll be CARB legal.
otherwise you can buy the whole f-sport for CARB
or joe-z if you're not worried.

"best" at what?
Best in terms of pants?
The F-sport is the "best" at actually being legal in CA
The Joe Z is "best" at maximum gain (which is only 5hp tops from any intake) for least cost.
The short rams are "best" at making noise (while sucking hot air)

I read that its not worth doing on an IS250 (since I was thinkin of doing the same). Just a mere 5 hp increase.

It's basically the same if you install it on IS350. You are installing it for the nice sound it makes.
Plus, every pony helps on an IS250.

exactly, 5 hp is 2.4% of the total hp output for IS250 lol. anyways, is it necessary to pair up your aftermarket intake with a catback exhaust?

Necessary? Not at all.
It's simply another mod that adds sound, and a little bit of power (roughly 7 hp for an axle-back... roughly 10 from the illegal "full" exhausts)

Simple intake and a resonator delete really opens up the 250.
Right now mines is fully stock and I can fully tell how restricted the motor is.
