DRL could be turn off via customize and under lighting control.
Total time to turn it off is less than 7 minutes. I just did mine a few minutes ago using my brother in law certified computer (some kind of dealer license is required).
Westminster Lexus will do it for you if you ask them.

My dealership did it no problem. Its not a requirement to have DRLs. If someone wants their lights on they can turn them on at anytime. Its a safety feature and its your choice to turn it off if you want. If people can not see your car in the middle of the day because it has no DRLs then they have some serious issues.

I went to have it turned off but they wanted to charge me a flat rate of $59 to do it. I was thinking in my head, "get the LED DRL's instead..." but my mouth just decided to say okay. In the end, my car came back with the DRLs on and they said it could not be done because he couldn't find out how and they said it's for safety reasons. So they didn't charge me for it. I told him a friend of mine (a lie) did it here and I know it could be done. So he goes to give it one more try and found the lighting options under a minute and turned them off. So in the end, I got it turned off for free since the mechanic didn't tell he found out how to do it.

I actually asked the mechanic why he didn't know, neither did the other ones. He said it's because older Lexus models, you just had to pull out a fuse and not that many people come in for DRL turning off anyhow. I can't blame him for that, I've never seen an IS or GS here in Chicago with their DRLs off. Not that many people care about it I guess.
