At stock height wondering will these wheels fit and what size tires do you recommend ?

rear:18x9.5 5x114.3 D.D. 40 73.1 3.0

That is a pretty conservative offset so you'll be fine without running into any rubbing issues.
You can run the stock tire sizes which are 225/40/18 and 255/40/18

I'm going to be running 19x9 +13 not sure on tire size up front with my bag over coil setup. will I need camber kits for the fronts? i'm also doing 19x10 +18 on the rear but i heard ill only need it for the fronts. just trying to get more opinions.

I would suggest front ball joints to adjust in some neg camber. As for the rear you will need camber arms and a mild pull depending on tire size.

Lowered - little or no gap between tire and fender. Rears are already rolled. I want to make sure these will fit and what additional fender mods (if any) may be required.

Thanks!
This particular setup I would do a 225/35 and 245/35 setup u can even get away with a 255/35 or a 265/30 on the rear. You will need to relocate front bumper tab and run about -2.5 to -3 deg of camber in the rear. Hope this helps

Going to be running a set of NT03s from my old EVO. The setup is 18x9.5 +40 all around.

I do not plan lowering the car because of the horrible road conditions and my driveway has a very weird curb so it's not worth the trouble.

So my question is, would running 225/40 or even 235/40 cause any rubbing issues or any modifications needed?

You'll still be fine even if you decide to lower it on coilovers. You may run into inner tire clearance on the 255 if you decide to slam it but you'll be fine with just a conservative drop.

Haven't had any experience with 19" wheels but based off my 18x9.5 et12 rear wheels you'll have to run a narrower rear tire. This is a 245/40/18 and it sits perfectly and I have rolled and slightly pulled fenders.

WITH A 225/35 TIRE you will have to roll fenders and relocate bumper tab.
