Can this be buffed out and will it rust in the rain?

That grey part looks like straight metal from the pic, I dont think you'll be able to buff that out. What I would do is use some paint thinner to remove the white scrapes, use some sratch remover, and see where you stand from there. Looks like it might have to be repainted though.

If that happened to my car, I would end up repainting that area. It looks like some of your paint is missing. It probably won't rust if that's on your bumper but maybe if it's like the fender or anything metal leaving it like that.
I have to repaint a corner of my rear bumper after I backed up into another car the first week I had my car trying to park at night. It's not near as bad as yours but I couldn't buff it out with polishes or compounds, but not rusting. I still got to wait until this Chicago weather gets warmer and it's been raining a lot recently.
If you don't want to have a shop do it, you can try what I'm going to do. It takes under $25. Just tape around the scrapes, sand it using 1000-1200 GRIT sandpaper until down to the surface of the plastic or metal. Then, spray a few light coats of Duplicolor Filler Primer, lightly sand that, then a few coats of Duplicolor Perfect Match Paint, and then Duplicolor Perfect Match Clear.

Its hard to tell from the picture where, how large and how deep the damage is.
If the area isn't that large and its down to the metal, you could touch it up with touch-up paint and have a good detailer remove the the paint scratches around it and blend in the touched up area.

1. sand
2. primer
3. paint
4. clear coat
5. wetsand
6. buff
jk, +1 on what part of the car it's on. depending on cost out of your pocket and deductible, maybe just have Insurance take care of it?
