best (removable) solution to front plate holes?

My friend with E46 just got a fix tic cuz using zip tie plus tinting. To be more clear, he got pulled because front window tinting, and the cop saw the plate with zip tie and wrote that that also. I guess now cops want to see fixed solution but not temporary one. Zip tie is only good to cheat their eyes while the vehicle is in motion.

Thanks for that link. I think that's my solution. I just don't like that I have holes (and screw dents) in my bumper. Hopefully that won't dent my bumper either.

Why? It's a great alternative to drilling your bumper and for people that live in cities where they ticket a lot for front plate.
