I have several reasons to stay with 18":
IMHO I think the proportion of a 18" compared tot the size of the car is just right. I realize this is personal, but look at this car for example:

I still have good summer tires (currently have Dunlops 3D wintertires on the stock wheel, they are great) so it's really a shame to get rid of those. It does not influance my choise for size though!
Ride quality! I think with the Sport suspention and the 18" the ride is very thight!. Just how we Europeans like it. Putting on 19" would make thing worse I believe.
Please repond I would like more opinions on the Work Sporbo Duratas in combo with the IS and maybe you guys know members that have these or share pictures if you could.

Do you guys know if this setup would fit on a 2006 IS350 without any major problems. If I need to roll the fenders, I will but I was just hoping to get some springs and lower it for now. Maybe coilovers in the future when I can get some more cash.

I dont think you will ahve issues on the front. you might need to bend the fender liner a little bit to get rid of rubbing whenever you turn the steering wheel all the way.
The rear...I think you will rub, some of it depends on how low you are...
