The check engine light and traction control with "rich condition" is a known problem with TSB that was issued March 31, 2006 for '06 IS250 models (EG007-06). As an owner, one way to check is pull the oil dipstick and check to see if it smells like gas. The resolution is to have your ECM flashed and oil changed. I suspect the problem is that when you first start you car, the computer allows the engine to run rich to let it warm up, similar to the old carburetor when the choke would be on and pull off when the engine warmed up.
It is unfortunate that the shop foreman's are not in tune with the vehicles they service. It seems initially they blame the flood condition on the driver (myself included). With these push start cars, do they think we are stepping on the brake and gas before we push the button?

You might want to check for a label under you hood (bottom corner - drivers side) for a label that indicates that you ECM was flashed. It should reference the TSB I posted earlier. The other possibility is to bring back to the dealer and have them hook it up to the scanner and get the flash version off the ECM to ensure the flash actually happened. The other possibility is that it is a different problem.

Sorry to hear that. Mine was flashed and the problem never came back. I have probably driven it 50,000 km since then.

I have the same issue but not until after they did the carbon build up service. Replaced pistons rings valve springs ect. Funny thing is I still have the problem. Replaced spark plugs 2 times, New cat, and now they said i need an o2 sensor. When I remove my oil cap it smells like someone dumped a gallon of gas in my oil. Also I am avg 19mpg on a good day. its an 06 IS250 AWD. I am looking into the lemon law in Delaware to see if i have any options. Any feed back would be great..
