Yes you pull. Left paddle downshift (-), right paddle (+) upshift.

Is it a pretty quick shift? Because the GS's shifts aren't the quickest with that

The shift is not a precise sequential but it's just a little bit more responsive than the E-Shift on my IS300. The paddle shifters on the new IS are much more easier to use than the column shifter it also has btw.
