Default Engine coolant

Hi Guys

I just recently brought an IS200 SE and I just wanted to ask a quick question about the coolant level.

On the radiator there are 2 caps, a metal one which I think is the engine coolant and a black one which is the reservoir cap. From what I can see in the manual I should fill the coolant in the black reservoir cap and then be able to see the level it is on the see through coolant reservoir.

Is this the correct place to fill it and also what is filled under the metal cap because I could not see any coolant through the see through reservoir tank yet my car was not overheating, is this tank just a back up or what? If someone could clarify these queries for me I would really appreciate it.
