Default Still got brake vibration after replacing rotor

Hi, car is around 130k. Even after replacing front rotors. I did not change the brake pad. Because it is still has more than 80 percent left. It is oem pad. there is a vibration from the front end while braking. It is much better after I got tire replace also. but there is still a very noticeable vibration. I can feel it is from right front. It make noise too. At the beginning I only resurface the rotor. But it didn't work. So I replace new one. Problem is still not solve. I drive high speed not hear any noise front suspesion area, couldbthis relate to lower ball joint? Or hub. I did notice a little bit run out when I pu new rotors on. Anybody got the same problem? I order one set brand new pad. It is on the way. But I am not sure if this will help.

new rotors with used pads? Not sure if that's a good idea. Factory wheels or aftermarket market?

is the vibration only while driving or when braking?

do you feel the vibration in the foot pedal or in the seat?
