I've seen some incredible IS300s, and that is NOT one of them. Not a fan of the chicken-wire grill, the black-out headlight overlays, the gaudy hood (looks like he added huge vents to his OEM), or the extra blue fogs.
The weak offsets don't help either! Two
from me.

needs wider wheels.. change the mesh grille maybe darker since its a black car. take off the headlight tint or maybe a bit lighter and change the hood.. then its ok. SLAM IT on some like 18-19x13 or something and shut everyone up
