I am beginning to notice that my headlights are beginning to looked fogged. I have even went as far to polish the outside with turtle wax and it didnt make a difference. Any ideas??

get some meguiars plastix or any polish designed specifically for plastics. i've also heard that toothpaste works, depending on how bad it is. (worth a shot, you already have toothpaste (i hope))
if that dont work, you might need something a little more abrasive. wetsanding, do NOT attempt if you don't know what you're doing.

Here is a tuturial on wetsanding headlights. But remember that the tuturial is for glass headlights, not plastic. Just read what others have said, and take there advice.

To be honest I am unsure. I've tried putting the turtle wax on the outside which doesnt look like it accomplished much. I havent had the time to try anything else at this point. I know exactially what your talking about though. I had a small crack on one of my headlights then shortly after a few rainy days the ballast went out. I went out and bought a used ballast and housing... But now im noticing this on both lights. So I'm not sure if this is something to do with the extremely dry heat or what. Once I get a minute I'll post a reply. Thanks again!

^^^If thats the case, then doing that DIY wouldnt help. Its only for the outside part of the lense.

Good Luck, hopefully you get it worked out.
