Default failed smog

K so i bought my car about a month ago. Went to go get it transfered yesterday and lady said i needed a smog certificate.

now when i got the car the cel was on. showing a p0161 code. i replaced the o2 sensor for b1s1 and it went off. now after driving for a bit cel came back on. this time p0141 (b1s2). now instead of buying an o2 sensor i thought id just buy ao2 sim. so i bought it installed it and everything was hooked up fine. soon after though the cel came back on. before it did though i took it to get smogged. which it failed in "Functional check" and "Emissions Test". the functional check im guessing is from me jsut putting the o2 sim in and only driving 10 miles. the emissions though is the problem.

the idle test c02% was at .87 with max at 100 hc (ppm) was at 187 max at 100. 2500 rpms hc (ppm) was at 144 with max at 130 and co2% was at 3.47 with max at 1.00

someone tell me what i need to do. people have told me to take off the sim and replace it with a new o2 sensor. but if the cel is saying heater falfunction doesnt that mean that it has nothing to do with emissions? i need help. someone have advice?

Isn't there some kind of additive in most auto stores that will help you squeak by on your emissions test?
