Is timming belt covered?
My IS300 is still covered under the 100k mile Powertrain warranty does that include the timming belt? and everything else that needs to be changed along with the belt?

No, that's wear and tear. Not covered.
Water pump needs to be changed with the belt. And other seals, and fluids.
You need to do the 90k service + timing belt, then you'll be set. It's about $1300
