The whole article is here- http://motoring.com.au/news/2014/car...nce-cars-44241. Basically saying the IS-F will be here in the next couple years. Also saying no "TMG" cars, but being an integral part of the future of Toyota/Lexus. The biggest thing in the article is the "hybrid" aspect to the IS-F.
One project Leupen revealed was the development of what he called a manual-shift gearbox (presumably a dual clutch) for the new generation RC F/IS F drivetrain. He also mentioned development of hybrid technology for the next generation IS F using a manual-shift gearbox.
"That car might be two or three years away but when it does come you will find it has been developed by TMG."

EDIT: wait, is there any chance this guy was simply mistaken when he said "RCF/ISF" b/c he hadn't been informed the ISF was gone? Or is this guy legitimately hinting at a 2nd gen ISF?

It won't be a stick. No way. They'd sell 40 or 50 of them on release and not one more for the whole production run as soon as everyone sees just how much slower it is to stir the stick yourself. That market is gone. It might be a DCT or a single clutch with automated shifting, but there's no way it will be a conventional manual.
