no definitive answer on this? i think that the side vents are not functional as i would think you would see some streaks or marks coming out if a bunch of air was constantly blowing through them..

Styling and nothing else. If there were any functionality to them it would be documented in the New Car Features. There is nothing in the NCF about the vents other than they're made of super polyolefin plastic for durability and easy recycling.
