Sealing fenders after roll?

So when rolling the fenders the seal came off and part of the metal of the inner layer sticks out further than the rest exposing some bare metal. What would be the best method of resealing this so it doesn't rust?

Epoxy primer. Color coat if it's visible at all.

It's not visible unless you take off the wheel and peek under. I'll find some aerosol epoxy primer and give it a few coats. Thanks for the help
