Default More grunt down low

What is the most cost effective way to find more power in the 1,500 to 5,000 RPM range? My IS-F has more than I can use at the top, but I want more torque. I am looking for better response in everyday driving situations (off the line, merging onto freeways, etc.). Using the Sport mode certainly helps, but it is still not as quick as I want.
Is there anything I can do for $1,500 or less that will make a big difference in low end performance?

Nitrous or changing rear gears are your only choice in that price range that will give you something you can feel.

the 4.08 rear swap will do it. Some days i find it a PITA with the 1-2-3 shifting so insanely quick, but it really is fun. I bought my F with the swap done, and have not driven an F "stock", so i cannot give you a valid comparison..
But Doug Greenup at Lexus of Dayton can elaborate.

cheapest way is to try a throttle controller first.
