I got it from my local dealer. The saleswoman that works with me took me out in the IS-F and after I spat out tech info for about 10 minutes she said she wanted to give me something. Then she brought out the Performance Champion F Journal which Lexus had prepared for dealers to learn about the IS-F and F-Sport performance accessories. It is really quite funny, they have marketing strategies that suggest things like "Find a connection with enthusiasts, keep up with racing events such as Formula D and check websites like Eurotuner.com"
I haven't had time to go through it all, but I can look specifics up if you are interested.
I doubt you can ask for this at the dealer since she told me I wasn't supposed to have it and she didn't want anyone to see me with it. Maybe if you have a really cool salesman they might have one sitting around.
