WOW this forum is amazing!
Sam, be careful when you confront the seller. Not a bad idea at all to try and bring some cops with you. A few months back I bought a $400 golf simulator off amazon and it was jacked from my front porch before I got home. I saw an ad on craigslist locally (after about a year of finding ZERO) for $200 bnib the day after. After some searching, the guy was selling all kinds of weird bnib stuff on different sites...
Anyway, since the thief obv had my name, address, etc from the invoice in the stolen box, I didn't really want him to know it was me notifying the police. I had a friend call it in and they said they would handle it.
Only reason I'm writing all this is that IMO someone willing to risk so much for some used wheels/tires (or an amazon shipment for that matter) probably has serious issues and could be kinda dangerous. Good luck!
