I don't think that's right either.....

I pretty sure they measure the remaining pad thickness only.

It's like saying you have approx 15% left (5/32) on your front brake pads and 25% left (8/32) on your rear pads...

Very well could be, just seems like a weird way to state it. Especially since you can/should not run your pads down to 0/32 before replacing.

Not really. It depends on whether you want to change pads and rotors at the same time. If you're expecting to replace both at the same time, you can run them all the way to metal on metal. It won't hurt anything but the pad backing and the rotors. If you're changing them both, no reason not to run them out completely except it will be REALLY SQUEALING at the end.

I have a race pad at home I discovered at EOL when I was planning to go get gas for the last two sessions of the day. The pad backing was rubbing on the outer lip with a fraction of a millimeter of pad left. The good news was there was just enough pad left to keep from gouging the rotor's braking surface. Good thing I didn't have a couple more laps left in the previous session...

And no, it's not a weird way to say it, it's just old school. They're talking 32nds of an inch, not millimeters. Not quite interchangeable, but tire tread is measured in millimeters and 32nds all the time. No surprise they gave the inch measure to me, and it's easy enough to convert from one to the other.
