2011 ISC 250 side swipped!

2011 ISC 250 side swipped!
My wife came home last night for us to find two deep 3"-4" horizontal scratch's on the left hand side of bumper and scratch marks and paint pecks on fender well. We are sick! This happened at the place my Wife works in the parking lot. It is a temporary site with no Cameras.
I doubt the Bastard who did this will come forward. Will this be a collision or comprehensive claim?
I have a $500 dollar collision deductible and a $200 dollar comprehensive deductible.
The best I can tell, The bumper is not cracked; just really deep scratch's. The other scratch's are on the fender well. I think the bumper will not have to be replaced.
I am thinking after today of just getting the fix done without filing a claim because it could cause my insurance rate to go up.
Should I get a estimate before I file a claim with the IC? Also, Would you use Lexus to do the paint job? The Lexus Dealership is 100 miles from home. I have a Toyota dealership 35 miles from home.
I will post pictures when I can get a picture in daylight hours.

Here are pictures of our 2011 ISC 250 after someone hit us in a parking lot yesterday. No idea who did this and no one has come forth.
What could have done this? I mean Damn! What will it need to be repaired? Any thoughts or suggestions appreciated.

No Clear Bra
Some says they think the bumper tabs are off. How can I tell? The bumper did not feel loose but once again I know little about Body work.
