I am 99% sure that is your tow hook cover. Or plug. The eyelet looking piece in your spare tire compartment threads onto a stud or threaded hole under that.

Then you can hook a tow chain or rope up to your vehicle without damaging the paint or any suspension component.



There is a similar plug on the lower passenger side of the rear bumper as well.
