ok, this is a out of the box suggestion

use some sort of glue/varnish and carefully dab it on the stitching

problem is, you might have to do that to the entire stitch to keep the color consistent. That should hold down the fray fibers, and also keep it from fraying more.

Obviously, I've never really had to do this on my car.

They probably put that it was poor stitching quality on the service repair order because they needed to just put something generic in there so warranty would cover it.

TBH, I have seen literally hundred of these dashes (some after they have been owned by dirty people who have not taken a bit of care of their car) and I have not seen the dash stitching fray even once. They likely think that it is outside influence because if you've never seen something once, and then you see it twice on the same car, it will seem very suspicious.

I'm not here to call you out, but I feel like there has to be something that you either set on the dash (regularly) or it is being rubbed with something fairly vigorously.
